Procurement & outreach

Procurement is how a carrier actually wins the freight a chain identifies — by negotiating with the shipper's contacts, learning from every interaction, and confirming the win. Confirming a win records the association and triggers commission billing.

A freight chain identifies profitable, legal freight — but identifying it is not winning it. Procurement is the process of actually securing that freight, and outreach is the communication that gets there. This is where TOVR turns a priced plan into a booked load, and it is the only point at which TOVR charges.

The direction of the deal

TOVR is carrier-facing, so procurement runs in one direction: the carrier's dispatcher negotiates with the shipper's contacts to win a load the chain engine surfaced. It is not a broadcast of chains out to other carriers. The people on the other side of the deal are the shipment's contacts (dispatch, logistics, sales at the shipper), captured in the domain model.

Outreach: every touch is recorded and learned from

Each interaction with a contact — an email, a call — is captured as an outreach event with structured signals: the rate discussed, sentiment, intent signals, call outcome and quality, an AI summary, and a suggested next action. Those events accumulate into two things:

  • Contact intelligence — a learned profile per contact: win rate, typical negotiation rounds, how far they usually counter, price sensitivity, common objections, which arguments work, preferred channel, and decision speed. This is the memory that makes the dispatcher compound — every deal makes the next one sharper.
  • Negotiation strategy — an AI-generated plan for a specific chain and contact, drawing on that intelligence, plus scheduled follow-ups so nothing drops.

Outcomes feed back automatically: won and lost deals update the contact's win rate and objection profile, so the intelligence reflects real results rather than guesses.

Confirm-win: the moment freight is secured

When the carrier has secured a load, it confirms the win in TOVR. Confirming a win:

  1. Verifies billing details once (VAT and address), if not already confirmed.
  2. Blocks if the carrier has overdue open invoices.
  3. Records the association — the concrete link between the vehicle and the shipment it won.
  4. Bills commission — generates an invoice (net-14) for TOVR's fee on the executed freight, applying any available credit.

Confirm-win is a money-moving action, so it is idempotent — re-submitting or a network retry never double-bills. When fOS drives it, the action pauses for explicit confirmation first. Those safeguards are owned by fOS › Guardrails.

Commission: charged only on executed freight

TOVR's fee is a commission on freight the carrier actually wins, tied to the confirmed association and billed after the fact. Nothing is charged for matching, pricing, or outreach — only for executed freight. New carriers may receive a starting credit that offsets early commissions. This is the platform's whole monetization model; see the platform overview.
